The first Russian constitution, known as the Fundamental Laws was enacted on April 23, 1906, on the eve of the opening of the first State Duma.
It declared in part the autocracy of the Russian Emperor, including Empreror's supremacy over the Law, the Church and Duma.
It defined the scope of the Law and supremacy of the Law over the Russian subjects.
It confirmed the basic human rights granted by the October Manifesto, but put them under the supremacy of the Law.
It defined the composition and the scope of the activities of the State Council and the State Duma.
